Implementation
of Environmental Management system
(EMS-ISO
14001) : Constraints and Impacts
Abstract
With the evolution of concept that ‘Be Green and Sustainable
Development’ the adoption and maintenance of Environmental Management System
(EMS ISO 14001) has become mandatory for cleaner production and green future.
The shift in policy regarding prevention and reduction of industrial pollution
and improvement of environmental performance, urged manufacturing sector to
adopt EMS. The main aim of this dissertation is to identify the constraints in
implementation of EMS (ISO 14001) in manufacturing sector of Pakistan. In addition
this dissertation highlights the possible impacts of EMS implementation in
terms of benefits and future trends. For this purpose a questionnaire survey as
a primary source of data has been conducted, supported with wide review of
literature ( secondary source of information) to identify the constraints in
implementation and benefits of EMS adoption. The findings of this dissertation
reveals that EMS is a tool for sustainable development and it enhance the
company image besides cost saving & improvement in productivity. The lack
of government support, lack of top management commitment, limited financial
resources, lack of awareness and poor commitment & training of employees
are among the major constraints in implementation of EMS. Unclear responsibility
and uncertainty about the benefits of EMS adoption are the barriers with medium
intensity while cost of certification & duration are being considered the
points having least impact on implementation process. Further, results reveal
that the export oriented organizations with international reputation are more
willing to adopt EMS rather than national players and SMEs. The main outcome
have been concluded from this research work is that these constraints are
impeding the successful implementation of EMS that results in loss of export at
international level. This dissertation
recommends the frame work to overcome and reduce these constraints through
defining strategies, policy reforms, conducting an effective training sessions.
In addition, an effective communication, effective government policies,
incentive & reward schemes and effective environmental awareness programmes
can boast the implementation process of ISO standards.
